T20 Competition

Purpose

The Rules of the GMACL Sunday Competition rulebook will apply and in the main be the primary point of reference. The purpose of this document is to provide the differences that will apply to the GMACL-T20 Competition.

Constitution

The GMACL-T20 Competition is to be considered as a separate section of the GMACL Sunday Competition. The Trustees and Officers of the GMACL will also hold responsibility for the GMACL-T20.
GMACL-T20 League General Meetings will be held within the GMACL Sunday Competition meeting schedule.
There will be a separate Annual General Meeting each year for the T20 competition. The T20 competition teams will not get extra voting rights at the GMACL Sunday Competition AGM, unless if a team is not a member of the Sunday competition and registers to the T20 competition as a separate club.

Club Responsibilities

Each team must complete a Pitch Allocation Form along with dates available for the ground, to be returned to the Fixtures Secretary by the end of March.

Finance

The League Treasurer will arrange the accounts so that the Sunday and T20 competitions are declared separately. There should be no cross-subsidy one way or the other between the two competitions.

The League Treasurer will follow the same Budget accounts system for teams as the GMACL Sunday Competition.

The following fees will apply to the GMACL-T20 Competition –

The following fines/sanctions will apply to the GMACL-T20 Competition –
All sanctions as shown in the GMACL Sunday Competition Rule 19 will apply with the following wording differences for GMACL-T20
Deduction of 1 match point for 1^st offence, deduction of 1 match point for 2^nd offence, deduction of 1 match point plus referral to the League Discipline Committee for 3^rd offence.

Players and Registrations
The GMACL Play-Cricket website will be used for all player registrations. A player will need their own Play-Cricket account via the ECB Play-Cricket website. All registrations must have a photograph of the player attached which must be passport style (head and shoulders) with no hat or sunglasses. The option to make the photo visible must be enabled. All rules with regard to registration (no Professional or paid players, the Professional/Higher Graded Club list in place) along with young player age restrictions and definitions for non British citizens (Category 3 players) will apply from the GMACL rulebook. Players may be registered up to one hour prior to the scheduled start time for the fixture.

Match Rules

1. A GMACL pink ball to be used in all T20 fixtures. If a ball is to be replaced in the first two overs of the innings then a further new GMACL pink ball is to be used. After the second over of the innings a suitable pink ball as approved by the umpire of equal wear and condition is to be used.
2. For the midweek T20 competition then use of coloured kits is expected. Each team member should be in suitably similar coloured kit, there cannot be a team who take the field in a mix of whites and coloured clothing.
3. Based on Manchester sunset times, it is recommended that T20 fixtures are scheduled no earlier than the first midweek in May and no later than the second midweek in August.
4. Fixtures to commence at 6:00pm (toss no later than 5:45pm). Over rate is four minutes per over, so 20 overs in 80 minutes. There will be a 10 minute interval between innings. If a full T20 game is played to time then 80 minutes plus 10 minutes interval plus 80 minutes should see a game finish by 8:50pm.

First two weeks of May, Match Start 5:30pm (finish 8:20pm)

From third week of August, Match Start 5:00pm (finish 7:50pm)

5. For cup games and fixtures as announced by the General Secretary, the cost of ground hire is to be equally shared between both home and away teams.

6. There will be a fielding circle of 30 yards circumference wicket to wicket. Failure to have the correct number of players within and outside the fielding circle (both in Power Play and outside of Power Play) will result in a No Ball being called. The first six overs will be the batting Power Play where no more than two fielders can field outside the circle. After this then the GMACL Sunday Competition fielding circle rules will apply (six players inside the circle, four fielders plus bowler and wicket keeper). Should the game have reduced overs in any innings then the Power Play will be reduced proportionately as follows –
   16 to 19 overs 5 overs Power Play
   12 to 15 overs                 4 overs Power Play
   8 to 11 overs                    3 overs Power Play
   6 to 7 overs                      2 overs Power Play
7. Where a game is affected by the weather then the minimum number of overs to constitute a game is 6 overs per innings. The latest a game can start is 90 minutes after the scheduled start time.
8. Where there is a late start due to weather then overs will be deducted from the game at 2 overs for every 8 minutes in the first innings (1 over off each innings of the match), and at the rate of 1 over for every 4 minutes of the second innings.
9. Bowlers will have a maximum allocation of four overs in a 20 over game. For matches where overs are reduced at the start of play then the bowler’s allocation is to be calculated by dividing the number of overs to be played by 5 and any remaining overs to be added at 1 extra over per bowler. This only applies at the start of the first innings, after which the bowler’s allocation will remain the same for the entire match (This does not apply to forfeited overs in respect of a late start).
10. A minimum of 8 players to constitute a team. Should either team not be ready to start at the scheduled time then they shall lose overs from their batting innings as follows: 1 over between start and 4 minutes past, 2 overs after 4 minutes past, 3 overs after 8 minutes past, 4 overs after 12 minutes past. The offending team will forfeit the match after 15 minutes past. No player can be added to the scoresheet and participate in the game after 30 minutes from the scheduled time.
11. In either innings if the fielding team fail to bowl their allocated overs in the scheduled time (4 minutes per over) as adjudged by the umpire, then the following sanctions will apply. For any overs still to be bowled then one extra fielder will be brought into the fielding circle (five fielders plus bowler and wicket keeper), plus 5 penalty runs will be awarded to the batting team for each over still to be bowled after the scheduled time. In the second innings if the award of penalty runs means the batting team has reached the target score then the game will be concluded. Umpire(s) will award penalty runs, if they see fit, for deliberate slow play by either side as per the laws of cricket.

12. Once play commences then should there be any reduction of overs due to weather or light, then the winning Target score should be obtained by use of Duckworth Lewis Stern (DLS) in Play-Cricket Scorer App. Captains and scorers will enter the scores, overs completed and wickets lost into the App, the umpire will state how many overs lost and hence how many overs remain for the scorers to enter into the App. This will provide the Target score to win the game. If the batting team are at or in excess of Target then the batting team win the game. If the batting team are at one run less than Target then it will be a tied game. If the batting team are two or more runs less than Target then it will be a win for the fielding team.
13. At game completion, if the scores are equal then it will be considered a tied game.
14. Only match points can be achieved in the T20 Competition (no bonus points). Match points are as follows –
    Winning game 5 points
    Tied game                                       3 points to each team
    Abandoned game                          2 point to each team
    Forfeited/conceded game           5 points to the non-offending team

    To encourage full use of the Play-Cricket Scorer App then for every five games that a team satisfies both of the following then one bonus point will be awarded –
    (i) Match scored on Play-Cricket Scorer App on the ‘ball-by-ball’ option.
    (ii) All players are correctly registered on the league Play-Cricket website.

15. Where teams finish with the same number of points then final league positions will be decided by Net Run Rate (NRR) as calculated and displayed in Play Cricket league tables.
16. Once the fixture list is published, no games are to be rearranged. Where ground management of a venue withdraw hire with late notice, then if this is notified to the opposition, Fixtures Secretary and umpire by 8:00pm on the Tuesday then the match will be considered abandoned and points awarded as an abandoned game. If such notice is after 8:00pm on the Tuesday then this will be considered a forfeited game and points awarded to the opposition as forfeited.

17. It is the responsibility of both captains to complete an umpire rating/grading via a google form which is received by the General Secretary. This to be done within two days of match completion.
